Abstract. The article deals with the most difficult to-understand questions of implementation of the rules in the Agreement between the Russian Federation and the European Community on the facilitation of the issuance of visas to the citizens of the Russian Federation and the European Union of May 25, 2006, in particular, the lengths of stay of citizens on visas issued by the parties to the Agreement. Given the cooling of relations between Russia and the EU connected to the events in Ukraine, and EC unilateral measures undertaken to facilitate the visa regime for citizens of third countries, there rises a question about the legality of the implementation of similar measures in the bilateral relationship unilaterally.
