Abstract. Feature of development of Russia as federal state is constant change of two opposite tendencies: centralization and decentralization of the state power. Change of process of centralization by process of decentralization of the government and vice versa - doesn't pose any threat for the Russian statehood, and on the contrary – helps to reveal weak and strengths of both processes and to choose that process which is most urgent in this or that the period of development of the Russian state.

Abstract. Criminal legislatoion development is a key issue of any contemporary state. Several vital issues of the problem are discussed in the article on the examples of Republik of Tajikistan and Russian Federation.

Abstract. The article deals with the classification of armed conflicts in contemporary international law. Analyzed legal literature contains various approaches to the classification of the armed conflicts of international and non-international characters, as well as the expansion of the classification of armed conflicts in the modern realities, with the emergence of internationalized and mixed armed conflicts, in which there are problems of application of legal norms, mechanisms for the international control of their compliance and settlement.

Abstact. Any war is an international armed conflict, characterized by the presence of armed clashes between two or more states, but not every international armed conflict is seen as a war. Despite the gradual replacement of the term “war” with the term of “armed conflict”, the possibility of declaring the state of war legally exists. The current international law allows us to assert that the term “armed conflict” is broader than the concept of war, since it includes a much larger number of cases of use of armed force. The present article is devoted to the above terms.

Abstract. The main approaches of distinctions are analyzed in this report to carry out the correct application of the criminal law. The analysis of approaches is based on the modern achievements in the doctrine of criminal law. The issue of the specifics of compulsion regarding the military and law-enforcement machinery are analyzed too. The scientifically based author's criteria are allowed to solve the problem taking into account the principle of guilt, justice and the purposes of criminal punishment.

Abstract. The article highlights some historic moments of formation, the number of Russian political emigration and the students, the centre the Russian revolutionary movement abroad. Describes how illegal political activity in Switzerland (prior to the beginning of the revolutionary events in Russia in 1917), a famous Russian revolutionary V.I. Lenin, M. A. Bakunin, P.L. Lavrov, and others. In the late XIX early XX centuries, zürich and Geneva became centers of the world revolutionary movement. In fact, in these and other cities of Europe was prepared by the professional staff for the ideological struggle against the tsarist regime of Russia, which became the forerunner of the revolution in 1917.
