The journal is published since 1994 and it is included in the list of main reviewed scientific journals and editions of High certifying commission of Education Ministry and science in RF where main scientific results of thesis for scientific degrees of candidate or doctor of laws must be published.
The member of Guidance Council of the RF Central Election Committee and editorial board of the journal “Elections”.

SCIENTIFIC AND PUBLIC WORK
Lubimov A. P. regularly takes part in scientific conferences, symposia, round-table discussions and others scientific actions where the experience of the USA is used (among them the most important topics are: “Do we need the Lobbying Act?” in State University – Higher Economic School – April 2005; “After the empire” in British embassy, a participant of official meeting with the Director of Congress Library in the USA G. Billington, congressmen and new USA ambassador – October 2005, and also participation of German-Russian forum – November 2005). Besides he is a leader of scientific school “Informational law”, and also a participant of inter-department scientific school “Comparative parliamentarism” in Moscow Humanitarian University. Six Law candidates of science thesis’s were defended with Lubimov guidance. Among them one from the latest candidate's thesis is “Inter-Parliamentary cooperation”.
Now Lubimov is a scientific adviser of post-graduate students and competitors.
Headed by Lubimov scientific journal “Representative power – XXI century: legislation, comments, problems” is included in the list of main reviewed scientific journals and editions of High certifying commission of Education Ministry and science in RF in 2005.
INTERNATIONAL CO-OPERATION
A participant of 7 international scientific programs and projects. Among them:
Lubimov took part in 4 international TASSIS projects (Russia, Germany, France, Spain) for international cooperation, perfection of legislation and legislative process; worked on probation in Research service of Congress in the USA, parliaments in Germany, Spain, France – 1997-2001.
Was in final and got a grant in “Open World” program on anticorruption activity with visiting US – November 2004.

AWARDS, DECORATIONS AND RECOGNITIONS
For faultless work, official duty realization and progress in professional activity was more than once was marked by gratuities and rewards of State Duma Machinery Head, the RF Central Election Committee. Was rewarded upon breastplate “For merit service” by order of internal forces Commander-in-chief of Russian Ministry of Internal Affairs (19.11.2000 ¹ 410). Was rewarded upon second degree order “For services in border service” by Head of Russian Federal Boarder Service order (16. 02.02 ¹ 041).
