Abstract. In her article, the author says that parliamentary immunity assumes a reliable protection of a deputy in his official activities. A deputy cannot be charged (in criminal or administrative jurisdiction) for an opinion, speech in the parliament or for his position during voting, for law-making or preparation of any official documents, formal contacts with state bodies and other officials, or for any other formal activities as a deputy.

Abstract. The high official (the leader of the high executive authority) of a subject of the Russian Federation is one of the essential participants in regional lawmaking, whose role and type of activity is transformed considerably in different stages of this process. In the preproject stage of lawmaking, the high official usually performs a coordinating duty. In realization of initiative their participation is valid as well as obligatory. In the main stage of lawmaking, i.e. enactment, the leader of executive authority can be only a supervisor, while signing a bill into law and its issuing is a high official’s prerogative right. And these are final activities of the leader of the regional executive authority in lawmaking process.

Abstract. The treaty between the Kingdom of Norway and the Russian Federation concerning maritime delimitation and cooperation in the Barents Sea and the Arctic Ocean was given by our mass media as a reasonable compromise which was achieved after 40 years of unsuccessful negotiations about delimitation of these spaces. However there was not taken into account in this treaty conditions of another treaty – on Spitsbergen and lawmaking actions of Norway to change unilaterally a regime of spaces in the zone of action of this treaty, which are fixed in its first article (10°/35° e.l. and 74°/81° n.l.).

Various aspects of risk conceptualization, especially in social unrest and conflict circumstances, are considered herein. Strains of perception and conceptualization of political risk are also analyzed in the article. In author’s opinion, their comprehension can help adequately understand mechanisms of political choice in difficult socio-political situation, assess its emotional setting as well as find appropriate ways of one’s behavior and risk management.

The article analyzes the main stages of the Georgian-Ossetian conflict in the period from 1917 and 1992-2008. from the beginning of the collapse of the Russian empire and the collapse of the Soviet Union to direct recognition of the independence of South Ossetia, Russia. The analysis shows the correctness of the decision by the Russian authorities to recognize the independence of South Ossetia.
Amiantova I.S. INSTITUTIONAL AND VALUE FOUNDATIONS OF COALITION POLICY IN MODERN STATES

Abstract. The article contains analysis of factors to conduct coalition policy in modern Western states. The author shows that the capability of political parties to form coalitions successfully is mostly caused by juridical factors – the electoral system organization and presence of mechanism of governmental responsibility to the parliament (one one of its chambers). Besides, author tells about value factors which are necessary to form political coalitions in democratic states. They are: political pluralism, human rights, law-governed state (societal and judicial control of state authority bodies), consensualism, humanism, general welfare etc.
