Abstract. «The paradox of the “law barrier“ in Russia» is a Commentary in the shape of the constructive critics. The purpose of the Commentary is to back up for the research by Chairman of the Constitutional Court Valery Zorkin, who is the initiator of the law reform in the Russian Federation. The subject of the Commentary is Valery Zorkin’s speech at the Third International Juridical Forum, which was held in St.Petersburg on May 15, 2013. The authors of the Commentary – collaborators of NOOSPHERE Open Scientific Association – disclosed the physical essence of the “law barrier”. In nuclear physics the analog of the “law barrier” is Coulomb potential barrier. Revealing the intellectual-heuristic nature of fundamental “barriers” in socio-economic and physical development of civilization, the authors put on the agenda the issue on removing the limitations due to nations’ transition to the new organization of intellectual forces, new scientific method and new mode of management.

This article discusses the ideas of prominent political thinkers of the Middle East - Al-Mawardi, Samarkand, Kay-Cavus and Nizam al-Mulk respect for human rights. In their works, we find the first attempts to justify political rights, such as voting rights, as well as issues of good governance and a fair trial. In the modern sense, these institutions serve as the backbone for a democratic society.

The level of trust and distrust of government, and the ratio between them, in the mind of the youth are able to influence the direction and intensity of social and political activity, as well as its form. Under the influence of confidence different in character activity position does not change, and strengthened: active youth is becoming more active, passive and indifferent - more passive and indifferent. The credibility of the authorities strengthens the orientation of the youth for their political identity and contributes to strengthening of institutional forms of social and political activity and localization of radical phenomena in the youth environment.
