Abstract. Preparation of a new, liberal Constitution of the Russian Federation was conducted in heavy, dramatic conditions of economic crisis, a sharp aggravation of interethnic relations, confrontation of different political forces in the Supreme Council, and beyond. As a result of great efforts of many, the Constitution of Russian Federation of 1993 increasingly becoming a real basic document of direct action. As history shows, as well as the dramatic events of 1993, preceded the adoption of the Constitution of the Russian Federation, as the situation in the country raises some constitutional and legal gaps. Power is not limited sufficiently law, and the law is not secured by the relevant effective tools and mechanisms are futile.
