Putin V.V. Speech at the V Worldwide congress of compatriots
Vladimir Vladimirovich Putin - President of the Russian Federation.
Abstract. Vladimir Putin participated in the plenary session of V Worldwide congress of compatriots living abroad. The activities of the Worldwide congress of compatriots is aimed at consolidation of russian compatriots, protection of their rights and lawful interests, strengthening ties with their historical homeland, preservation of cultural heritage and the russian language abroad. The Congress was held in Moscow on 5-6 November and was dedicated to the 70th anniversary of Victory in the great Patriotic war. The event was attended by about 400 representatives of russian communities from 97 countries. Russian diaspora is one of the four largest in the world and is about 30 million people.

Abstract. Analyses the peculiarities of the assignment and conditional criminal responsibility of minors. The conclusion about the ineffectiveness of such measures as probation, transfer of a teenager under the supervision of a parent, which leads to the formation of a sense of irresponsibility and an incentive to continue criminal activity. Proposed enhanced role of the educational institutions continue to effectively correct the behavior of adolescents, as well as placement in a special educational institution of closed type as the basic special means of criminal law to minors who have committed a crime.
