Abstract: 29 January 2016 Patriarch of Moscow and all Russia Kirill spoke at the plenary session IV of the Christmas parliamentary meetings at the Federation Council of the Federal Assembly of the Russian Federation. During his speech, Patriarch Kirill touched upon the most important human values, such as correlation of morality and law, the institution of family, moral and physical health of society and culture, from the point of view of traditional Orthodox morality. Many of his talking points are subsequently reflected in the joint statement of Pope Francis and his Holiness Patriarch Kirill on 12 February 2016 in Havana, attached to this article.

Oganesyan S.S. Civilizational mentality of ethnic groups and nations: ecological and legal problems
Oganesyan S.S. - Senior staff scientist of the Federal Penitentiary Service research institute, PhD of pedagogics, professor, the first class state counsellor of the Russian Federation, the member of council of experts of the State Duma of the Russian Federation in charge of civil movements and religious establishments.
Abstract. This article shows direct relation which many of current ecological problems have to civilizational mentality of people, peculiarities of their world-view and lifestyle. The specific character of each mental civilization (paganism, monotheism and scientific self-government) is revealed in such aspects as a person’s attitude to the family, the state and the whole community of the world’s nations; also the pattern is shown how a human being with fundamentally new mental guidelines is established in the modern world – the guidelines which go far beyond the boundaries of the family or the state. The proof is given to the fact that international legal acts are bound to take civilizational mentality of all the ethnic groups and nations into consideration in order to prevent extremist effects in relationship between people and nations as well as in the matter of ecological problems prevention – both anthropogenic and others.

Abstract. This article discusses the amendments to electoral legislation on the status of election observers. The characteristic of new powers and guarantees of the observers on elections to representative bodies of state power and local self-governance enabling people to increase control over the observance of election-law enforcement. Suggested the necessity of legislative regulation of the procedure of the court decision about the removal of the observer from the place of voting on election day.

Abstract. The article involving data from public sources provides a description of the problem field (especially political and legal aspects) the discussion and enactment of the Federal law "On public-private partnership, municipal-private partnership in the Russian Federation and introducing amendments to certain legislative acts of the Russian Federation". Opened political and legal contradictions of the system property that has declared itself in the process of implementing the ideas of GPP development from the discussion of the bill before the law, ready to become another obstacle in the development of GPP. The result of the study was to demonstrate that state policy and normative-legal regulation of GPP/MPP and after ten or fifteen years when the changes of the institutional structure and with few exceptions in the style of the reactions and behavior of public and private actors in the process of joint search of effective partnerships remain predominantly hardened substances. The current structure of relations is a model for stable oscillation of the subjects of state authorities, legislators in the field of GPP around the essential values of its past and previously existing principles and actions.

Abstract. The article examines current approaches to understanding the dynamics of contemporary Russian village. The main areas of sociological research of rural socio-cultural space defined: the study and analysis of the rural economy and the emergence of social inequality in rural areas in the information society. It emphasizes the integrative heuristic approach in sociological studies of the village, covering a comprehensive review of rural society as the unity of the territory (geographical area), a specific type of economic activities and a unique culture.
