Abstract. In this article the author conducts research of institute of responsibility of local government bodies, carries out the analysis of the legal literature containing various approaches to classification of such responsibility. Lack of a consensus of theorists and practitioners concerning classification of the specified responsibility, a fragmentariness of the available legislation finally is led to decrease in efficiency of application of the specified responsibility.

Abstract. Relevance of this research is caused by the fact that in the conditions of deep reformatting of the Russian economy which are connected with the high-quality changes happening during this period of time subjects of small and medium business act as the economic actors capable to generate impulses of technological, organizational and institutional transformations in regional economy. Now in hands of entrepreneurial community not only the investment capital, but also the creative opportunities capable to make an innovative superstate of our country are concentrated. In article evolution of functional content of entrepreneurs as active economic agents who usually act as the engine of development of economic systems is considered. The infrastructure platform within which implementation of new function of subjects of small and medium business – function of generation of entrepreneurial capacity of the region is possible is offered.

Elishev S.O. Religious faiths and organizations as an institute of political system of society
Elishev Sergey - The candidate of sociological sciences, associate professor of modern sociology chair of sociological faculty of the Lomonosov Moscow State University
Abstract. Religious faiths and organizations are the second most important after the state institute of political system of society. In traditions of the Russian politological school (first of all, in K.P. Pobedonostsev', B.N. Chicherin' and L.A. Tikhomirov's works) consideration of this institute denoted as «Church» got through a prism of relationship of Church with the state. Now, in relation to system of relationship of the state and religious faiths and the organizations, use concept «Church» will not be absolutely correctly, because in system of theological disciplines, and first of all, in religion sociology, separating four types of the religious organizations (church, sect, denomination, cult) became generally accepted.

Abstract. The article is dedicated to some significant political developments in recent decades, accompanied by a massive information influences the conflicting parties as to each other and to the global society at large through all available media channels (press, radio, TV, Internet). An attempt to understand the ways and methods of information warfare by the U.S., conducted by them, both independently and using the influence and capabilities of the satellite countries. To learn more information influence methods used by the Americans at the time, in the imposition "of American-style democracy" in Vietnam in 1965-1973 years, in Yugoslavia (1992-2003), in Afghanistan (2001-present), Iraq (2003 to 2011), in Libya (2011) Syria (2011-present), Egypt, Tunisia, Yemen and others. And now in Ukraine - since November 2013.

Abstract. The article is devoted to research approaches to the learning of corruption. The author analyzes the theoretical concepts of the study of corruption, reports about the effect of this phenomenon on the power system and various aspects of life of citizens.
