Abstract. Vladimir Putin addressed the Federal Assembly with annual address. On delivering the Message was attended by members of the Federation Council, State Duma deputies, Government members, heads of the constitutional and Supreme courts, governors, chairmen of legislative assemblies of subjects of Federation, heads of traditional faiths, public figures, including heads of civic chambers of regions, heads of major media. The President reported on the state of the main spheres of society, shared the forecast of the country's development for the next period, and made a detailed analysis of the modern weapons and defense capability of the country. Abstract. The article examines the effects of the reform of the Russian Academy of Sciences (2013) and presents the findings of the polling of the full members, corresponding members, and professors of the RAS, «Six Years of the Reform of the Russian Academy of Sciences: Results and Prospects». Criticism is set forth of the bureaucratic methods of governing science; the use of publication activity as the criterion adopted by the Ministry; the requirement of commercial returns from fundamental research; the tendency to attach academic institutes to universities; the age qualification for the leaders of research organizations, etc. All this leads to the shrinking of the interest of the world science in the Russian research results. The conclusion is made of the inadmissibility of managing science in a style based on inadequate professional competence and lack of responsibility for the work performed, while the true and comprehensive evaluation can only be provided by the respective departments of the RAS which concentrate the competent judgement of specialists.
The inconsistency is discussed of the state science budget being reduced one and a half times, while the National Project «Science» sets the goal for Russia to become one of the five leading countries in terms of scientific and technological development. Criticism is offered of the lack of coordination among over 60 ministries and government agencies that have own budgets for civil scientific research. Figures are cited to illustrate the process of the scientists’ exodus abroad. We have lost a whole generation of those who have left science and a generation of those who have not joined science; the country has lost one of its main competitive advantages on the global arena, the Russian Academy of Sciences. The reorganization of the science governance system is not consistent with the objectives as set forth by the RF Strategy of Scientific and Technological Development. In view of the goal set by the President of eliminating the technological gap, some specific proposals are put forth of improving the situation.

Petrov A.A. Hidden Surplus Value, it’s creation and transformation

Abstract. The article summarizes the basics of the Concept of Hidden Surplus Value developed by the author. Karl Marx's Theory of Labor Value, its position according to which the surplus value of goods, respectively the wealth of society, is created solely by living labor, that is, personnel servicing equipment, is criticized. It is shown that the main driver of the development of society is technological progress - the introduction of new equipment and technologies. A prerequisite for its accelerated development is a competitive environment. It opens access to the market only for those models of new equipment that create for its consumer the opportunity to make a profit in amounts significantly exceeding the normative. The author designated this ability of the means of production by the term “Hidden Surplus Value (HSV)”. The article shows that the HSV is formed due to the fact that the remuneration of the creators of new technology is disproportionately small in comparison with the economic effect that is achieved from its implementation. The staff servicing the equipment, through their high-quality, creative work, contributes to the most complete uncovering of the HSV of the new equipment, its transformation at the maximum profit of the enterprise. Denial of the exclusive role of the proletariat in creating surplus value leads to the understanding that the opinion of Karl Marx on the necessity and inevitability of creating a society based on the dictatorship of the proletariat is incorrect. Classes are categories of unity and opposition. All historically established classes and groups are involved in creating the wealth of society. For its accelerated development, it is necessary to seek their constructive cooperation in the field of creation and high mutual exactingness in the distribution of the surplus product. It is indicated that the concept of HSV can be the basis for a new version of the theory of labor value, in which it will be necessary to reflect the high importance of intellectual work.

Abstract. This article analyzes the content and advantages of the strategic planning system as the most important organizational mechanism for regulating socio-economic development in the Russian Federation. The conclusion is made about the need to switch to the system of strategic economic management in the Russian Federation. In addition, the author analyzes the experience of developing the system of strategic planning for economic development of the leading developed countries of the world. The author pays special attention to the justification of the need to create and develop an effective system of strategic planning of socio-economic development in the Russian Federation. At the same time, the author gives practical recommendations and suggestions (including organizational, economic and legislative) for the development of this system in the Russian Federation, the most important of which are: the introduction of medium-term plans for socio-economic development in the strategic planning system and the creation of the State Committee of the Russian Federation for strategic planning.

Abstract. The article involves a research in the fundamentals of the legal status of the Council of Federal Judiciary of the United Mexican States. The author contemplates the goals of the said governing body of the judicial community, dwells on the statutory regulation of its activity yet discloses the mission of the Council of Federal Judiciary.
Besides, the article places emphasis on the analysis of the authorities of the Council of Federal Judiciary. Particular attention is paid to the consideration of changes in the regulation of the legal status and fundamentals of the activities of the Federal Council of the Judiciary of the United Mexican States, as well as the analysis of the powers of this judicial authority. In the interest of combating corruption in the judiciary and in connection with the Council’s lack of effectiveness in combating corruption, the Mexican Senator is considering a comprehensive reform of the judiciary with the abolition (in its current form) of the Federal Council of the Judiciary and the inclusion of the Anti-Corruption Chamber in the Mexican Supreme Court .

Abstract. The article analyzes historical problems of integration of Ukraine and the European Union from the perspective of historical experience, including in the context of relations with Russia and other European states. Particular attention is paid to the political and economic aspects of the dialogue between Ukraine and the EU. The author comes to the conclusion that the basic conditions for the transition of relations between Ukraine and the EU to a qualitatively higher level are the resolution of the contradictions accumulated in the framework of their interaction, the settlement of conflicts existing within the integration participants or in the framework of interactions with external actors - Russia, the USA, etc. d. One of the ways to achieve this goal is to create institutional mediation tools at the pan-European, bilateral and, in the case of Ukraine, at the national level.

Abstract. The article is devoted to the issue of continuing reform of non-banking financing of the European Union in connection with the initiative of the European Commission to create a capital markets union. The author shows the relevance of the concept of legal regulation of European financial markets formulated at the turn of the 20th and 21st centuries, proposed by the Committee of Wise Menunder the leadership of A. Oganesyan S.S. Attitude to the death penalty of the scriptures of monotheism (Torah, New Testament and Quran): legal and mental aspects

Abstract. Article is devoted to the relationship the scriptures monotheism (Torah, New Testament and Quran) to the death penalty, which largely shed light on the disagreement and ongoing discussions about the appropriateness of the death penalty in our country. It is shown that the relation of the scriptures to the death penalty allows us to conclude that, firstly, the death penalty on earth is not considered a capital punishment in them, because the most difficult fate awaits sinners (lawless people) in heaven, and secondly, that it is impractical for religious extremists and terrorists to impose the death penalty, since not only individuals who committed the attacks, but their associates do not consider it as a punishment, and, especially, the highest or "exceptional" punishment. On the contrary, religious extremists and terrorists who have the death penalty will be considered martyrs for their faith, and will become a symbol of infinite devotion to the Almighty. For they sacrificed their lives in the name of the world order, in their opinion, established by the Most High Himself.

Abstract. The article reveals the results of the study of the relationship between the government and the media on the example of Tajikistan. Based on the analysis of state and independent media, the authors conclude that the media space in Tajikistan is controlled by the authorities. The analysis of the relationship between government and journalism as an institution of political communication reveals an important characteristic of the political process in modern Tajikistan: the personification of the political process through the prism of the media.

Abstract. The article deals with the main factors determining personality development – hereditary, family upbringing and social background. Recent decades’ examples are considered, in which one of the factors is dominating, among them - twins effect, the change of gender, adopted children, enabling environment and level of intelligence, phobias. The authors come to the conclusion that personality development depends on biosocial situation - a situation of correlation of heredity and social circumstances.
