September 15, 2007. VICTOR ZUBKOV MAKES HIS FIRST OFFICIAL SPEECH BEFORE THE STATE DUMA AS PRIME MINISTER
Prime Minister Victor Zubkov appeared before the State Duma on Friday after having his candidacy approved by a record number of deputies: 381 out of 450. While the composition of his cabinet remains to be seen, it is clear that major changes are to take place within the government.
In his speech Zubkov did not focus on any area in particular, but rather glossed over many general problems facing the country. He did, however, place extra emphasis on agriculture, the field where he has spent most of his professional life.
On microeconomics, Zubkov mentioned that taxes will need to be lowered over the coming years. At the same time, the new Prime Minster stated that he wanted to see their more efficient collection. He also promised to fight inflation and the appreciation of the ruble.
Victor Zubkov also pledged to raise the competitiveness of the Russian economy, while maintaining the macroeconomic stability achieved over the last few years. He also mentioned his intention to submit a law obligating the government to financially match the retirement savings of private citizens.
While praising the previous government for some progress in the social sphere, particularly in improving access to healthcare and lowering child mortality rates, Zubkov concluded that this area needs the most attention. “We have had many failures in this area, and people are unhappy,” he stated.
