Platonov V.M. Mutual competence of Russian Federation and its territorial subjects as a factor of ensuring national cultural diversity // Representative Power–Century 21. 2017. – № 7-8, pp. 5-14. Platonov Vladimir Mikhaylovich - is the Head of the Department of Political Analysis and Government, Faculty of Humanitarian and Social Sciences, RUDN University, Candidate of Legal Sciences. Abstract. In the present article the objects of mutual competence of Russian Federation and its territorial subjects are considered. The author makes a conclusion that the main legal tools of a specification of powers of the federal authority and public authorities of territorial subjects of the federation at differentiation of their competence are normative legal acts and constitutional treaties. At the same time, use of the second of the above-mentioned mechanisms contradicts the concept of objects of mutual competence assuming that the main the legal instrument of differentiation of competence of this sphere has to be the frame federal legislation by means of which Russia establishes the main principles and the minimum standards of legal regulation of these questions, and territorial subjects detail them in their legislation. Gasanov I.B. – candidate of political sciences. Abstract. The author makes an attempt to study ignorance as a phenomenon in its global dimension. The first part of the article deals with the problem of etymology and the genesis of ignorance in modern society. The emphasis is placed on the scale of the spread of ignorance as an investigated phenomenon in various spheres of life. A special attention is paid to the characteristics of ignorance from the point of view of its influence on the categories of morality and moral. The author has attempted economic analysis of the feasibility of building socialism in an independent socio-economic system. He historically traced its development from the ideas of the utopian socialists to the modern system of the Swedish social system of the building economy. The author comes to the conclusion that the failure of socialist distribution, leads to the possibility of further improvement of the social and economic organization in the distribution of the results of joint production activity. Murodova Nigina Sulaimonovna - candidate of political sciences, associate professor of the department of political science of the Faculty of Philosophy of the Tajik National University, munisu71@mail.ru">munisu71@mail.ru Abstract. In this article the author analyzes the main causes and consequences of crisis phenomena of political modernization. Focuses on the fact that most of the newly independent States at the stage of transformation and upgrading faced with these problems, the consequences of which may be a threat to continued functioning, and sometimes even the existence of States. Examines in detail the basic contradictions of political modernization. They are divided into two groups and each, in turn divided into several subgroups. The article emphasizes that the crises of political modernization manifested in the form of "a malignant tumor on the body of the state." Over time, they grow, forcing the situation in the country, and lead to changes in the political system, and sometimes drastic changes of regime. The author proposes to introduce in the States, facing a crisis of political modernization, and felt from it a negative effect, the trend of retraditionalization. It is noted that the process of finding alternative upgrades paths of development in the States is not complete, and the optimal model has not been developed and requires further developments. In article process of formation of localities which can become "nuclear zones the" of technological transformations happening in Russia is considered.
