Abstract. In this article, the market fundamentalism discusses as the ideological basis of global social inequality. The author develops and complements the hypothesis that market fundamentalism is the result of the process of a peculiar transformation of the political ideology of liberalism into totalitarian dogma. The theoretical basis of such transformation, its specific mechanisms and global social consequences described in details. The mechanism by which the ideology of classical liberalism, the key values of which were freedom, reason, tolerance, justice and equality, has become its antipode - ideological doctrine shown. This doctrine raises market competition to the rank of the highest social values. Its aim is the destruction of social morality and spirituality and contribution to the emergence of new forms of global social inequality.

Abstract. The 19th National Congresses of the Communist Party of China (CPC) was an extremely important event in the history of the People’s Republic of China. It was concluded at the end of October 2017. The foreign policies discussed at the 19th Party Congress confirmed that China has a growing interest in having a more influential role on the world stage. In his report, Mr. Xi Jinping suggested that China will be not only a major economic power, but also a cooperative power that will serve as an example for other developing countries. Therefore, the coverage of the news about the congress was a priority for many big news agencies around the world. This article aims to identify the difference between news coverage by Xinhua and TASS agencies on the 19th Congress of the CPC by comparison method. The study is based on the methodology of content analysis. The analyzed data were collected from TASS main web-site in Russian language and Xinhua main web-site in English language. The time limit will be from 1st Sep 2017 to 31st Dec 2017. It’s concluded that both news agencies covered the topic positively. At was also concluded that the news regarding the international attention toward the Congress took big importance in the covering for both TASS and Xinhua.

Abstract. The presented research is devoted to the theme of forming the image of candidates during the presidential elections in Russia in 2018. The methodology of the work is based on the use of descriptive analysis. As the main features of the process of constructing images of candidates, the expanded use of political myths, the rejection of a full leveling of the anti-image, the build-up of its elements ensuring the loyalty of the nuclear electorate, as well as the refusal to fill all the structural elements of the image are highlighted. Specificity of the practice of forming images was due to the presence of an obvious favorite. This factor contributed to the fact that the majority of candidates sought to achieve a goal not related to winning elections. The shift of strategic landmarks naturally led to deformation of the practices of building the image of candidates.

Abstract. The present article is dedicated to the models of differentiation of areas of jurisdiction and powers between the federal center and territorial subjects of the federation, being analyzed from the point of view of the cultural and historical specifics of the development of the states. In comparative legal aspect the experience of federal state system and differentiation of areas of jurisdiction and powers in the USA, Germany, India, Austria and Belgium is analyzed. The comparison reveals the degree and character of centralization and decentralization tendencies in the organization and functioning of the state mechanism in these countries. Special attention is paid to the ways of limitation of powers of territorial subjects of the federation as well as to the instruments of centralization and political integration in contemporary federal states. The conclusion made in the article drives to the general tendency in contemporary federations – the expansion of powers of the federal center, as well as to the issue that the key basis for the choice of model of differentiation of areas of jurisdiction and powers is the instrumental role which the federal organization plays in relation to the particular society.

Abstract. In the article, on the basis of the analysis of Federal legislation and municipal normative legal acts on the order of organization and holding of public hearings in the Russian Federation, as well as the practice of their implementation, the trends of legal regulation of public hearings in the Russian Federation are determined. Both advantages and problems of legal regulation of public hearings are revealed. The proposals aimed at further improvement of the legal regulation of public hearings were made.

Abstract. The article is devoted to topical issues of jurisdiction and jurisdiction for the protection of property rights.
The article is devoted to the analysis of theoretical, legislative and law enforcement problems relating to the scope of protection of the rights of individuals and legal entities when filing a claim to the court for the protection of property rights. The paper investigates the controversial issues of determining the jurisdiction and jurisdiction of this category of civil cases.
The authors of the article come to the conclusion that the jurisdiction of cases on the protection of property rights is determined by the nature of the disputed legal relationship and the status of the main participants in the process – the plaintiff and the defendant.

Abstract. In 1948, when Europe was still restoring the economy from the effects of the devastating war, the USSR at the initiative of Stalin issued a resolution of the Council of Ministers of the USSR and the CPSU (b) on October 20, 1948 "on the plan of forest plantations, the introduction of grass crop rotation, construction of ponds and ponds to ensure high sustainable yields in the steppe and forest-steppe regions of the European part of the USSR." The press called the document " Stalin's plan for the transformation of nature." The fifteen-year program of scientific regulation of nature, developed on the basis of the works of outstanding Russian agronomists, has no analogues in the world practice. According to the plan of transformation of nature, began a big offensive drought by planting of forest plantations, the introduction of grass crop rotation, construction of ponds and reservoirs. The strength of this plan was in a single will, complexity and scale. The plan had no precedent in the world in terms of scale. In conjunction with advanced agricultural technology, high, stable, independent from the vagaries of the weather crops on an area of more than 120 million hectares, were able to feed half of the inhabitants of the Earth.

Abstract. The article deals with the problems of the development of the digital economy as a basis for transformation of economic relations based on the introduction of information and communication technologies in all types of economic activity. Information and communication technologies belong to the basic technologies of the fifth technological order; they have a major impact on the development of modern society. Digital technologies are becoming the backbone, which not only transforms all the processes of modern enterprise, but also requires the provision of relevant regulatory and legal base as well as the necessary skills and competencies for workers to use them. In this regard, the support of forming of the digital economy is assigned a primary importance while forming strategic guidelines for the development of an increasing number of countries in the world.
