Abstract. The author of the article believes that the proposal of the management of the ERI RAS to raise natural gas prices by 80%, bringing them to $ 140 per 1000 cubic meter. m. will not allow solving the problem of modernizing thermal power plants (hereinafter TPP), but at the same time it will cause irreparable damage to the economy and population of Russia. The article analyzes the ideology on the basis of which the restructuring of RAO UES was carried out, reveals the negative consequences of its erroneous provisions. Recognizing the overall positive outcome of the implemented program, the author indicates ways to eliminate the mistakes made in the medium term. Effektivnost s Energy proposed raise for by eliminating excess capacities of obsolete TPPs, creating a truly competitive environment by optimizing TPP distribution among United Generating Companies, changing the pricing methodology for fuel and energy complex services, developing and implementing a program for the serial production of domestic gas turbine equipment for TPPs, creating a gas and electricity exchange market based on a unified algorithm.

Abstract. In this article, the authors, based on the previously conducted analysis of best practices in strategic development of the leading countries of the world, give specific recommendations and suggestions for practical strategic planning of the national security of the Russian Federation. It is concluded that the basis of such strategizing should be the strategizing of socio-economic development and sustainable economic growth.
In addition, the authors paid special attention to the formulation of the most important instrumental directions for strategizing the system of leveling the development of Russian regions.
At the same time, the authors emphasized the formulation of recommendations for strategizing threats to national security associated with the low level of scientific, technological and innovative development of the Russian Federation.
In conclusion, the authors concluded that it is necessary to improve (strengthen) the entire system of ensuring national security of the Russian Federation.

Abstract. The growing social model, the multidimensionality of the processes of man and society make the use of modern methods and technologies for their research, including the methodology of mathematical modeling, increasingly in demand. Its essence lies in replacing the original object with its «image» - a mathematical model - and further studying the model using computational and logical algorithms implemented on a computer. The development of this methodology dates back to work on the creation of a «nuclear shield» in the middle of the twentieth century; over time, and it took place as a «third method» of cognition, combining many advantages of theory and experiment. The purpose of this work is to analyze the possibilities of the methodology of mathematical modeling in the study of the «Man – Society» system, taking into account the progress in the field of computing facilities, information and communication technologies. The main directions of research in such areas as demography, psychology, sociology, political science are presented. In some cases, a model is used, as working with a model makes it possible to investigate its properties of the process under study in various situations. Mathematical models allow not only to identify new models of periodic processes, but also to predict the course of social processes.
Key words: mathematical modeling, behavioral hypotheses, triad «Model - Algorithm – Program», demographic models, models in psychology, sociology and political science.

Abstract. The article is devoted to the actual problem of the Russian economy – low-tonnage chemistry, a specific branch of the chemical industry.
The article analyzes the past experience of the USSR, current capacities, as well as possible prospects for the growth of the Russian economy in this industry.
The author considers a wide range of products of low-tonnage chemistry: basic organic chemicals, special plastics and resins, artificial and synthetic fibers, reagents, especially pure and organoelement materials, a number of products of inorganic chemistry, etc.
The author comes to the conclusion that low-tonnage chemistry is an indicator of the state of industrial development of the country as a whole, especially when it is positioned on the world market. As development of this branch of chemistry you can make a conclusion about the real possibilities of the country in science and technology that contributes to the maintenance of the sovereignty and defense.

Abstract. The article shows the functional equivalence and equivalence of the Constitutions for modern secular states and the scriptures of monotheism and the Traditions of the Gentiles for religious mental civilizations.
A brief comparative analysis of the functions of the Constitutions and the Scriptures in secular and religious states is carried out.
It is proved that for citizens of secular states, Constitutions are no less valuable and important for the optimal organization of their life, than the scriptures for religious mental civilizations, and their study for citizens of any secular state is as necessary and mandatory as the scriptures for states of religious mental civilizations, as well as modern theocratic states.

Abstract. The article analyzes the problems of implementation and development of legal regulations on first aid in the field of healthcare, education and civil law in the Russian Federation, including issues related to the responsibility of various individuals in providing relief measures. It is concluded that current laws and regulations on the implementation of first aid measures do not fully protect first aid participants from litigation and need to be improved in order to create a unified legislative platform that regulates the actions of participants in implementing measures to provide first aid. Legislative initiatives are proposed to improve measures to regulate the relations of participants concerning first aid in the legal field.

Abstract. The article is devoted to the questions of international legal cooperation in the field of counteraction to trade of the most vulnerable groups of population in the changing world order. It is noted that victims of trafficking of the most vulnerable groups suffer from physical and psychological trauma, they may also lose their livelihoods, be in situations of illegal migration, lack documents and resources to return home and may fear retribution for themselves or their families. Trafficking in the most vulnerable groups for exploitation is one of the most difficult aspects of modern slavery. In practice, there are differences in interpretation and application of international law in the definition of exploitation because victims prefer not to file complaints or act as witnesses, as they often depend on traffickers for work and housing, not least because combating trafficking for exploitation requires coordinated action between States, civil society, trade unions and the private sector.

Abstract. Actions to protect the environment and marine ecosystems are one way of demonstrating sovereignty, especially when there are conflicting actions.
The article discusses the legal framework of the London Convention and the Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Materials (London Protocol 1972), which are international documents on standards and rules for the disposal of waste from the sea. The 1982 United Nations Convention on the Law of the Sea (UNCLOS) defines the legal regime of maritime spaces and provides the international legal framework for the activities of states in the exploration and use of the seas and oceans and their resources. The Convention is based on an understanding of the close interconnection of the common problems of the seas and oceans and an awareness of the need for a joint, international search for their solutions.
Protecting the ecosystem and the marine environment also provides additional arguments for protecting the sovereignty of states.

Abstract. The article is devoted to the study of the activities of the parliamentary Assembly of the collective security Treaty Organization. Parliamentary assemblies are designed to build constructive channels of communication between representatives of the legislative authorities of national States, develop parliamentary diplomacy, and promote close cooperation, partnership, and mutual respect. Inter-parliamentary dialogue is actively developing in the post-Soviet space, which is institutionalized in assemblies in such organizations as the Commonwealth of Independent States (CIS) and the collective security Treaty Organization (CSTO).The inter-parliamentary dialogue within the framework of the CSTO PA makes it possible to form a common opinion of the participating States, adopt model legal acts necessary for the unification of national legal systems in the field of collective security, protection of human and civil rights, and ensuring law and order. The article reveals the composition and structure, as well as the main functions of the CSTO PA. The article analyzes the legislative activity of the CSTO PA.

Abstract. The article examines one of the most important periods in the formation of the migration policy of the Russian Federation - the first decade of the XXI century, when there was a choice between the priorities of the development of the country's migration policy. Will it move along the path of securitization or humanization? It should be noted that this choice was faced not only by the Russian Federation, other countries-receivers of migration flows also had to make their choice in the light of the spread of international terrorism and the openness of borders for migration flows, which required the postulates of globalization.
Materials and methods. The article analyzes the official statistical data (Rosstat and federal executive authorities), meta-analysis of regulatory legal acts and strategic planning documents of the Russian Federation, studies of the migration situation in the Russian Federation.
Results and discussion. In the early 2000’s, the strengthening of the selective mechanism in migration, which was due to the priority of the trend towards the securitization of migration, contributed to a sharp reduction in legal migration to the Russian Federation. At the same time, illegal migration showed fairly high rates. The state authorities made various attempts to change the situation. But the measures being developed and being implemented were carried out within the framework of the priority to securitization. Thus, as part of the priority implementation of measures to securitize migration, the State Program on the Voluntary Resettlement of Compatriots was implemented. So, a compatriot who arrived within the framework of the state program found himself tied to the territory of arrival and his workplace. At the same time, the territories of arrival themselves were characterized by low economic development, and the jobs offered to compatriots did not correspond to their qualifications. The law «On migration registration of foreign citizens and stateless persons in the Russian Federation» adopted in 2006, with the apparent liberalization of the rules for registering foreign citizens who arrived in Russia, subsequently creating the possibility of turning the receiving party into a tort obligation. At the same time, there was an increase in anti-migrant sentiment, leading to outbreaks of violence. To stop this situation, experiments were initiated to introduce the principles of humanization of migration into the migration policy of Russia. The experiment with the introduction of a patent system, which gives foreign citizens the right to work for individuals, bypassing the complex and cumbersome quota system, turned out to be successful.
Conclusions. Trends towards the priority of the securitization of migration negatively affect both migration flows, contributing to their reduction, and public sentiment, providing a fertile ground for the growth of migrant-phobia and extremist sentiments. The consequence of this is the crisis of migration policy, which was clearly manifested in the Russian Federation in the first decade of the 21st century - a decrease in legal migration with high rates of illegal migration, the actual failure of the State program for the voluntary return of compatriots, open anti-immigrant protests. In such conditions, measures to humanize migration have yielded a positive result, significantly reducing illegal migration. This allows us to conclude that it is necessary to maintain a balance between the trends towards securitization and humanization of migration. The imbalance has a negative impact on the indicators of migration policy.
