Abstract. Taking into account the invaluable role of the culturological and importance of religion in the human history in this article we substantiate need for a full deducing of the legal regulation of theological texts, as well as the clergy's sermons, which do not contain calls for overthrow the legally elected government and the existing political system of RF. The benefit of this approach is the fact that the latest edition of the permitted that allowed the latest edition of Federal Law (25/11/2015) from 25 of july of 2002. Nª114 FZ « On Countering Extremist Activity» for quotation and distribution of Scriptures contain the philosophical values, ideas and actions, which in the modern era of the mental (civilization) fall under a range of criminal articles. And not only the articles 280 and 282 of the Criminal Code, but also the 30, 105 and 205 of the Criminal Code of Russian Federation.

Abstract. This research paper is about the conceptual, theoretical and practical aspects of legal institute of authority redistribution between local government bodies and the bodies of the Russian Federation state power. Prerequisites for introduction, the content and an expert estimates of specified legal Institute prospects are investigated in the paper. From the goal-setting theory position in the study the main objectives for which achievement the local self-government was included in the state system mechanism of the Russian Federation are formulated and author's vision of hierarchy of these purposes is offered. Considering the hierarchy of local self-government objectives attempt to estimate the prospects of improvement the authority redistribution mechanism between local self-government bodies and the bodies of the Russian Federation state power is made and also to formulate the prediction of rather probabilistic results of analyzed legal institute introduction to the local self-government modern system.

Abstract. The article is dedicated a brief biography, geopolitical views of Zbigniew Brzezinski. Considered against Brzezinski to American hegemony, geopolitics and geostrategy, are shown and discussed geo-strategic actors and geopolitical centers. Political scientist Zbigniew Brzezinski (Zbigniew Kazimierz Brzezinski), or «Violent Zbig», as they call it in America, along with Henry Kissinger is considered a leading American foreign policy strategist of the XX century, one of the most influential members of the political elite of the United States. It was called the best enemy of the Soviet Union. «Furious Zbig» is famous for its threat intelligence, ability to accurately identify weak points of the enemy, a sense of superiority and brilliant irony, and a purely Polish charm and Polish suspicion of all things Russian. Zbigniew Brzezinski is the author of global strategy of anti-communism (the first was offered to explain what is happening in the socialist countries from the standpoint of the concept of totalitarianism), the theory of Technotronic era and the concept of American hegemony of a new type. In the 60-ies of XX century, he worked as an Advisor in the administrations of U.S. presidents John Kennedy and Lyndon Johnson. It has always taken a tough stance toward the Soviet Union. He was the author of the concept of NATO expansion to the East.

Abstract. The article is devoted to five major problems in implementing state policy of social protection of the population in Russia. Social policy is analyzed as a systemic institution that, while facing internal contradictions in strategy of management, cannot realize its potential in full. Overcoming these contradictions is an important condition to improve efficiency of the state welfare system. The article should be helpful to the professional community, political leaders, activists, and society as a whole to objectively analyze current situation in Russian social policy with the goal of developing new vectors of its further development.
