Abstract. Vladimir Putin addressed the Federal Assembly with annual address.
The announcement ceremony took place in Moscow, in Gostiny Dvor.
On delivering the Message was attended by members of the Federation Council, State Duma deputies, Government members, heads of the constitutional and Supreme courts, governors, chairmen of legislative assemblies of subjects of Federation, heads of traditional faiths, public figures, including heads of civic chambers of regions, heads of major media. The President reported on the state of the main spheres of society, shared the forecast of the country's development for the next period, and made a detailed analysis of the modern weapons and defense capability of the country. Abstract. Following his address to the Federal Assembly with his annual Address, Vladimir Putin presented a list of instructions to implement his Address of February 20, 2019.
The list of orders re: Administration of the President. The government of the Russian Federation, the Government of the Russian Federation together with the State Duma of the Russian Federation to ensure the adoption in the spring session of 2019: the Federal law providing for the use of a quota system for emissions of pollutants into the air in large industrial centers, Federal laws aimed at the development of the digital economy.
Instructions were given to the Ministry of internal Affairs of Russia, FSB of Russia, the Prosecutor General of the Russian Federation, Investigative Committee of the Russian Federation, the Ministry of justice, Ministry of Russia, Rosreestr, the Russian public movement "people's FRONT "FOR RUSSIA" and Rosprirodnadzor in accordance with their competencies.

Oganesyan S.S. Semantic and political problems of the constitutional standards "freedom of conscience and religion"

Abstract. This article is devoted to the semantic and political problems that are generated by the phrase «freedom of conscience» and «freedom of religion», which are used in the Constitution of the Russian Federation. It is shown that these phrases do not take into account, firstly, the semantics of the word «conscience», which over time has acquired this word in modern Russian. Secondly, they do not take into account the «religious» meaning of the word «religion», which is given in the scriptures and sacred traditions. It is from here that problems arise related to the lack of understanding of the constitutional norm «freedom of conscience» by our Russian-speaking contemporaries, as well as the demand of religious people to give them the right to implement religious legal systems.

Balyhin A.G. The human factor in the context of operating efficiency of local Governments

Abstract. The article refers to the main issues of organizing the activities of local Governments, urban and municipal districts.
The article considers the human factor in the context of assessing the effectiveness of local Government.
Then it analyzes management policy directed at openness by the authorities for the purposes of monitoring and performance evaluation.
A comparative historical analysis of the implementation of mechanisms for evaluating the activities of local Governments was carried out.
The experience of the progressive foreign countries (USA, Japan) had been taken into consideration.
In conclusion, the author presented eight findings and problematic issues of the human factor in evaluating the performance of local Governments.

Lozhkovoy P.N. National laws of the state as a source of regulation of remote sensing of the Earth

Abstract. The article deals with the regulation of remote sensing of the Earth from Space based on the domestic legislation of the countries. It is noted that by virtue of the absolute responsibility of the state for all space activities, they will gradually become more scrupulously regulating remote sensing. There is a positive trend that states include certain provisions of declarations, resolutions and other international legal documents in their national legislation, which creates opportunities for fruitful cooperation between states, individuals and legal entities, as well as international organizations engaged in remote sensing activities from Earth.

Authoritarian tendencies in the work of the Parliamentary Assembly of the Council of Europe

Abstract. Russia has been a member of the Council of Europe since 1996 taking an active part in all its statutory bodies, namely the Committee of Ministers (CMCE), the Parliamentary Assembly (PACE), the European Court of Human Rights (ECHR) and the Congress of Local and Regional Authorities of Europe (CLRAE). Throughout this period, the organization has been a dialogue platform for consideration of humanitarian aspects of cooperation, on the one hand, and an instrument of political pressure on Russia and the countries close to it, on the other hand. The apotheosis occurred in the first half of 2014. Due to Crimea’s return to Russia, the Russian delegation to the PACE was deprived of some significant powers and after that no longer participated in the work of the Assembly. Attempts by its sensible part to find a way out of the deadlock encountered resistance from Russophobes, few but active, who, with the assistance of the PACE secretariat, carried out several actions that resulted in resignation of its Chairman P. Agramunt and a number of amendments to the regulations allowing public condemnation of those who disagree with their official line. However, there are still opportunities for a dialogue and Russia should use them.

Abstract. The paper deals with the issues related to various aspects of migration processes in Russia. The trends in internal and external flows of the population, migration features are analyzed. Attention is focused on the motivational causes of population movements. Labor migration is considered in detail. Labor migration is analyzed by various criteria, including age, gender, and sociocultural characteristics of migrants. Internal labor migration in Russia surpasses external migration in volume. The work of  public authorities in the field of migration policy of the Russian Federation is analyzed. Secondary data of domestic and foreign researchers, statistic data of public authorities are used as the empirical base of the study. The materials of the paper are of practical value for professionals dealing with the problems of labor migration.

Priority directions of development of energy saving and energy efficiency of the Russian economy

Abstract. The global financial crisis caused the crisis of the entire world economy. The decline in demand for energy resources on the world market has become a reality, and as a chain reaction has caused a decrease in energy consumption and demand for the products of the competitive sector of the Russian economy. The crisis has further complicated the solution of a number of problematic issues accumulated by the fuel and energy industry over the past decade. The stage of extensive development of the domestic economy, associated only with the priority of maximum expansion of resource extraction, is completed. The new stage of development involves the accelerated modernization of the material, technical and technological base of the fuel and energy complex, which should become the engine of progressive development of related sectors of the economy as a whole.
The article analyzes the state of the issue of energy saving and energy efficiency in Russia, trends, problems and positive experience, the main directions of energy saving and energy efficiency.
Taking into account the latest developments in the global financial market, a number of important elements of energy security include reducing the dependence of energy policy on external conditions and ensuring the financial stability of electric power entities.
Standards of industrial equipment and products to improve energy efficiency should be an instrument of tariff and customs policy.

Abstract. Efficiency of management of Federal property is estimated today, proceeding from dynamics of the income from use of Federal property and compliance of these income to the established budget task. At the same time, the positive dynamics of income from the use of Federal property cannot be the only criterion for its effective use. When assessing the effectiveness of the use of property, it is advisable to identify criteria for the effectiveness of commercial (income-generating) and non-commercial use of property (for the implementation of state functions). The transition to results-based budgeting requires determining the volume and composition of property required by the Russian Federation, the objectives of the Russian Federation's participation in the management of enterprises and organizations of the public sector of the economy and on this basis to optimize the composition of Federal property, including through the privatization of excess property or the transfer of it to other public owners, the transformation and reorganization of state organizations. The proposed concept of the information management platform will ensure the formation of interrelated stages, providing a full cycle of corporate governance.
