Abstract. This article is a review of the monograph by Zabelina E.P. «The Municipal Process», published in 2019 by Prospect Publishing House. The scientific novelty of the study is noted, consisting in the disclosure of the procedural activities of local authorities to ensure their powers, which are exercised in solving issues of local importance. The author of the monograph does not consider the process of isolating the procedural branches of law to be completed, believing that, as the procedural norms accumulate, municipal procedural law will form in the future as its sub-branch.

Abstract. The article is dedicated to the key European Union rights protection mechanism for public procurement participants. It presents an analyse of the provisions of the EU founding treaties and Charter of Fundamental Rights of the European Union from the perspective of the general right to an effective remedy, as well as an analyse of the EU public procurement directives that have to be transposed into the national law. Special attention is paid to the case-law of the Court of Justice of the European Union, including the Advocate Generals’ Opinions, that interpret and develop the provisions set out in the primary and the secondary EU law. The European Union experience in the covered issue may be relevant for the shaping of the Eurasian economic union common public procurement market, as well as for the development of the Russian legislation in this domain.

Abstract. The author analyzes the nature of the Institute of parliamentary control as a whole set of legal and organizational measures implemented by representative (legislative) bodies of various levels of government, aimed at checking the activities of Executive authorities in order to ensure proper implementation of laws. Using various methods, it is concluded that the legal regulation of parliamentary control in the Russian Federation is currently formed, but a number of fundamental problems do not allow us to consider parliamentary control sufficiently effective. The purpose of the study was to show the role and significance of parliamentary control as an institution of popular representation. A positive conclusion is made that the implementation of parliamentary control is complicated by a significant overall burden in the activities of the State Duma as a legislator. In the context of the current political structure, the negative effect in the activities of the State Duma of the Russian Federation can be reduced by fully implementing the envisaged forms of parliamentary control and their further development in terms of developing the principles of constructive work of the Parliament with the Government of the Russian Federation. This is especially true in the context of the latest amendments to the Constitution of the Russian Federation, which must receive popular approval.

Abstract. The article is devoted to the place and role of forensic linguistic examination, if necessary, a professional assessment of facts (circumstances) that are relevant to a criminal or civil case and are established on the basis of an analysis of speech activity. The important role of judicial linguistics as a field of scientific activity in linguistics is noted. The article discusses issues of a scientific, methodological and legal nature during the semantic analysis. The author clarifies that the grounds and procedure for conducting forensic linguistic examination are established by the procedural rules of law. Examples of conclusions of a linguistic examination from judicial practice are given. The necessity of improving this legal institution as a means of proof is discussed.

Iglin V.V. International Legal Regime of Outer Space as a Demilitarized Zone

Abstract: The relevance of re this topic is due to the fact that since the middle of the last century space exploration re became one of the main directions of economic, scientific and defense activity of states. In international law formed a new industry - international space law. The article states that at present is dramatically accelerating the use of space in civilian, including commercial purposes. At the same time, a dialectical approach has been taken to the knowledge of the demilitarization of outer space as an international problem, which makes it possible to analyse the legal status of outer space in the context of a combination of objective and subjective factors. The author proposes a number of new space regulations as a demilitarized zone. The author concludes positively that space practice is still ahead of the existing norms of its international legal regulation. The legal objective of preventing and prohibiting the placement of re weapons in space is achievable. However, the decisive premise of this must be the re political will of the leading actors in space activities.

Small business in the countryside(on the example of the Central Federal District)

Abstract. The development of small business in rural areas is an important task of the economy of the Russian Federation. The successful development of small business forms in rural areas is one of the ways to solve the problems traditional for a given territory, which include low income and quality of life, unemployment, and the rapid outflow of people to cities. The article is devoted to the study of the problem of small business in rural areas on the territory of the Central Federal District, which is significant in scale and, at the same time, very heterogeneous in the level of development of small business in the territories of its individual regions. Based on historical-genetic and comparative analysis, the author analyzed the successes of small business in the period 2016-2018, as well as the regulatory framework for the development of small business, government programs and development strategies for this sector in 2019-2020. As a conclusion, the author formulated comments on the basis of which rural entrepreneurship would have the opportunity for effective growth in conditions of loyalty and additional assistance from both federal and regional authorities.

Pragmatic approach to Russian peacekeeping

Abstract. The article discusses the feasibility of building Russian peacekeeping activities on the basis of rationalism and pragmatism, taking into account the constantly complicated world situation.
The key confrontational features of transatlantic peacekeeping in the post-Soviet space are identified, the advantages of the implementation of Russian peacekeeping on the basis of a more flexible and pragmatic foreign policy are substantiated in order to protect their own national interests abroad, including those related to the neutralization of the Western strategy to limit the influence of our country in the CIS.
The author's concepts of “healthy pragmatism” and “pragmatic-rational approach” are revealed, the geopolitical expediency of positioning Russian peacekeeping as an element of its “soft power”, the directive implementation by our state of a number of “peacemaking” constants and the creation of a national crisis management mechanism is substantiated.
The necessity of rational generalization of such approaches in a separate domestic doctrinal document, the Concept of the International Peacekeeping Activity of the Russian Federation, is substantiated.

Abstract. The main direction of the war is the impact on the socio-political structure of society. This can lead to devastating consequences for the country and its allies. Information wars can lead to political changes. Promote the emergence of new strategic alliances. The relevance of the article is due to the importance of information wars as the main component of ethno-political conflicts in the modern world, as well as the most important tool of political coercion. Information wars are one of the most important aspects of modern society due to the development of information and communication technologies. The object of this study is information warfare in ethno-political conflicts. The subject of the research is the information war in the Federal Republic of Yugoslavia. The theoretical aspects of the phenomenon of «information war» are analyzed, which is of great applied importance, since the study of this phenomenon contributes to the development of strategies in matters of national security, and also reduces the degree of information and psychological influence. The degree of influence of the information component during the information war in the formation of world public opinion is revealed. The study analyzes the importance of information war using the example of the Federal Republic of Yugoslavia. The phenomenon of «information war» relatively recently appeared in scientific terminology. Therefore, this aspect is not well understood, which requires further in-depth comprehensive research.

Abstract. The article considers the possibility to apply some basic semiotic notions – sign theory, symbolic triad - for description of certain interactive techniques in foreign language teaching.
