Abstract. In this paper the author attempts to philosophical and ideological understanding of the problems and contradictions in the current legislation on culture and cultural policy in Russia. Based on the stories and innovations of the new draft Federal Law (FL) "On the Culture of the Russian Federation", he reveals the system 'inconsistency' understanding of culture in this project compared to the international (UNESCO), definition of culture in 1982. According to the author, the draft of the new Federal Law, not only lowered the status of the Russian philosophical culture, but it totally ignored the spiritual - moral grounds, although in the past 30 years, cultural - political thought in Russia and abroad, has gone far ahead. In this connection, it offers its vision of the spiritual dimensions of culture in a comprehensive and pervasive system of universal 'Man (I) - Society (We) - Nature (It)".

Abstract. On the question how we should approach the resolution of the ethnopolitical and ethnocultural problems in the multiethnic Republic of Dagestan, there is no unified opinion. An especially large number of disputes arises on the problem of the divided Lezgin people. Both the federal and the republic power structures have placed their bets exclusively on the creation of a national-cultural autonomous entity on the adjoining territories of Dagestan and Azerbaijan. The optimal variant has been considered to be the formation of two independent national territorial autonomous entities – for the Lezgin in the Russian Federation and for the Lezgin within the Azerbaijani Republic.
